Fast food outlet closed

A leading fast food outlet in Battaramulla was ordered to close down today by the Kaduwela magistrate Sujathata Alahapperuma due to not having obtained a proper environment security permit.

The lack of permit came to light after a resident in the area of the fast food outlet had filed a case against the outlet to the Central Environmental Authority (CEA) stating that his health and freedom have been compromised for three years as a result of the garbage disposed from the outlet and noise created by loudspeakers at the outlet.

It was revealed that the company was aware of the fact that it did not possess the proper permit for four months but failed to take adequate measures to obtain it.

The Kaduwela magistrate who took the petitioner’s situation into consideration, ordered the fast food outlet to shut down until it obtains the necessary permit from the CEA.

Five-in-one vaccine led to child deaths : experts

Bangalore, July 29 (IANS) : The pentavalent or the five-in-one vaccine that has been recommended in India by the National Technical Advisory Group on Immunization actually killed children in Sri Lanka and Bhutan, warns an article in the latest issue of the British Medical Journal (BMJ).

The report by a group, including paediatricians, professors, health activists and a former Indian health secretary, cautions against the introduction of the five-in-one vaccine that combines antigens against five diseases - diphtheria, pertussis, tetanus (DPT), hepatitis B and Haemophilus Influenzae type B (HIB) - in a single shot.

“Our article describes how the World Health Organisation (WHO), in an elaborate cover-up, changed its own criteria for classifying adverse effects to say the vaccine was not responsible for the deaths in Sri Lanka,” Jacob Puliyel, head of paediatrics at St Stephen’s Hospital in Delhi and key author, told IANS.

Former union health secretary K.B. Saxena, professors of community health in Jawaharlal Nehru University in Delhi Debabar Banerji, Imrana Qadeer and Ritu Priya, co-conveners of All India Drug Action Network Mira Shiva and Gopal Dabade and former adviser in finance ministry N.J. Kurian are the other authors of the report.

The authors point out that the pentavalent vaccine was withdrawn in Sri Lanka in April 2008 after 25 serious adverse reactions that included five deaths and Bhutan stopped its use within two months of introduction in July 2009 after eight deaths.

Bhutan has so far resisted pressure from WHO to restart immunisation but Sri Lanka reintroduced the vaccine this year after a WHO expert panel, which investigated the events, declared that the vaccine was ‘unlikely’ to have caused the deaths.

The panel, however, could not conclusively attribute the deaths to any other cause.

However, Puliyel and co-authors who obtained the full report of the investigation say the WHO panel in Sri Lanka did not follow the standard protocol of the UN agency for classification of adverse events following immunisation but instead used its own method.

The authors point out that the Sri Lankan deaths would have been classified as ‘very likely’ or ‘probably’ related to the vaccine, had the standard WHO classification been employed.

Changing its own criteria for classifying adverse effects following vaccination is “an elaborate cover up” by WHO to remove any connection between pentavalent vaccine and the deaths in Sri Lanka, alleges Puliyel.

The authors also ask the wider question whether this new classification of adverse events adopted for Sri Lanka should be allowed to replace the standard WHO classification.

If so, deaths occurring following any vaccination will almost always be blamed on something else and not the vaccine and “lives may thus be put at risk,” they say.

The article also questions the need for HIB vaccine in the country, saying WHO’s own studies have shown that the incidence of the disease in India is lower than projected and studies elsewhere in Asia show that the vaccine does not significantly reduce the burden of disease compared with placebo.

Another letter published in the same journal notes that there have also been three deaths in Pakistan — one child who died within half an hour of receiving the pentavalent vaccine and two others who passed away within 14 hours of the administration.

“In no case was the vaccine blamed and no alternate cause of death was found for any of the deaths,” says its author S.K. Mittal, chairman of paediatrics department at Pushpanjali Crossway Hospital in Ghaziabad, near Delhi.

Mittal says that although Pakistan reintroduced the vaccine on assurance from WHO that the deaths were not related to it, “the large cluster of ’sudden deaths’ in Asia, following immunisation with pentavalent vaccine needs to be investigated dispassionately before more lives are lost”.

Cop in legal trouble

The Kandy police has begun investigations against a police inspector who reprimanded a traffic cop for advising him not to jay walk in Dalada Weediya in Kandy.

The Inspector who was in civil clothes had tried to cross the Dalada Weediya without using the yellow crossing when the traffic police advised him not to do so.

In return, the IP reprimanded the police using obscene language.

DIG, Pujitha Wijesinghe has ordered the police to take legal action against the IP for misbehaviour.

Abortion kills mom

Police have begun investigations into the death of a mother from Kandy who is said to have undergone an illegal abortion resulting in severe internal bleeding. She died after being admitted to the Kandy General Hospital in serious condition.

After undergoing an abortion at an illegal abortion clinic, the victim was admitted to hospital with severe internal bleeding, police said.

Although the patient had been warded after the abortion she had sought treatment for high fever at a general ward till she was transferred to the maternity ward where she died.

Summons on witnesses

The Colombo High Court today issued summons on 20 witnesses to the ‘white flag’ case involving former Army Chief General Sarath Fonseka and will begin daily hearings into the case from 27 September.

When the case was taken up for hearing today the High Court judge ordered that witness number one to twenty appear in Court to testify in the case where it was alleged that General Fonseka had claimed in an interview that unarmed LTTE cadres were shot dead by the army when they surrendered with white flags during the final stages of the war.

The judge also instructed the relevant officials to ensure the right of General Fonseka to his Parliamentary privileges.

Majority of the Tamil Diaspora are with the government. – Government Spokesman

Sri Lanka government says that major part of the Tamil Diaspora is now pleased with the government’s activities relating to improvement of the living standards of the Tamil people in the Northern and Eastern Provinces following liberating the Tamils from the shackles of the jackboots of the Prabharan,

Government spokesman Media and Information Minister Keheliya Rambukwella said that Tamil Diaspora is now divided into two groups and the people who were forced to help terrorist activities financially are now willing to contribute to the welfare of their brethrens in the North and East. Referring to Kumaran Pathmanathan alias KP, the Minister said that he was the person who was responsible for raising funds for the purchase of military material for the terrorist outfit “he too (referring to KP )has realized the past follies and has joined the group who is willing to help in the development activities.” Said Mr. Rambukwella.

Mr. Rambukwella explained that the prevailing Laws allow that the government can enlist any person as a “crown witness” in the interest of the country and give protection in the best interest of the country and for the country’s progress.

Hambantota port to commence operation

The construction work of the first phase of the Hambanthota Port project is almost complete.

The Secretary of the Ministry of Ports and Aviation Ranjith Silva said that the filling of water to the harbour basin will be launched under the patronage of President Mahinda Rajapaksa on August 15.

He said that the first vessel is scheduled to sail in to the port in November.

Hambanthota is Sri Lanka's second largest harbor beside the International Port in Colombo and it was constructed inland close to a major shipping route six to ten nautical miles south of Hambantota.

The port will be operated by the Sri Lanka Ports Authority.

The Secretary also said the first phase of the port project will provide bunkering, ship repair, ship building, and crew changes facilities.

Three ships can be harboured into the port in the first stage and the first ship is to anchor there in November, he added.

He further said the Harbour, being built at a cost of US $ 437 million for the first phase is a joint venture between China Harbor Engineering and Syno Hydro Corporation. The Government of China is to provide 85% of financial assistance.

The Secretary invited the public to use this opportunity. He said the public are permitted to visit the Hambantota Harbour before it is being filled with water.

The Public will also be able to visit the bottom of the harbour.

Special arrangements are being made to facilitate the visitors.

Negotiation on the acquisition of Shell Gas to be completed this week

The high-level committee appointed by the Cabinet for the purchase of the controlling shares of the Shell Lanka Gas Company expects to complete the negotiations within the next two days.

The Chairman of the Committee and the Secretary to the Prime Minister Mr. S. Amerasekera told the Information Department this morning that the Bank of Ceylon has completed the Due Diligence report prepared by the Bank in this regard and the Committee expects to receive the report today in order to proceed with the negotiation process.

The other members of this high-level Committee are Secretary to the Ministry of Petroleum Industries Mr. H.T.M.Jayawardene, Secretary to the Ministry of Power and Energy, Mr. M.M.C.Fernandes, Secretary to the Ministry of Transport Dr. Lalithsiri Gunaruwan, and Deputy Secretary to the Treasury , Mr. U.S.Seneviratne.

Shell Gas is the leading liquefied petroleum distributor with another market follower the Laughs Gas in Sri Lanka and distribution by the market leader amounts to 550 tons a day. The Sapugaskanda refinery, due to its limited production capacity, provides 50 Tons/day of this amount and the rest is imported.

The Government has decided to repurchase the 51% stake in the Firm held by Shell, following privatization of this Institution by the previous government. The balance 49% is owned by the government. With the acquisition of the controlling shares of this Company, the government will be able to purchase gas in the global open market at competitive prices and distribute to the consumer at economical rates.

Strong economic fundamentals help to set off GSP + revenue loses – Govt

Sri Lanka government, under no circumstances will betray the country,no bow down to the internal or external pressures but will make every action to protect the integrity and sovereignty of the country.

Government spokesman Media and Information Minister Keheliya Rambukwella when asked about the government stance on the GSP plus facility explained that since the government has strengthened the Macro economic fundamental it could face the eventualities positively.“Presently we have a foreign exchange reserve of 6.2 Billion U.S.$ sufficient to meet the import needs for more than six months and we are optimistic of increasing it to around 7.5 Billion U.S.dollars at the end of the third quarter”. He expressed the confidence.

He said that by March the government’s foreign exchange was sufficient to cover imports only for about 2 months and now it has reserves to cover for more than 6 months. He added that with this huge reserves in hand the government could bring down the dollar exchange rate to about Rs. 105 but it maintains at the present level in order to help the exporters and this is one of the measures the government has implemented to help the exporters, encourage their production activities and make them competitive in the international market.

Sri Lanka’s exports to EU countries constituted about 50 per cent of total apparel exports in 2009. Of such exports, about 60 per cent benefited from the GSP+ scheme, while the balance was exported to the EU without the GSP+ concession. On a net basis, the Central Bank of Sri Lanka estimates the total value of the loses as a result of the withdrawal of the GSP Plus concession as euro 78 million.

EC has already announced that the GSP concession will be withdrawn effective from August 15, as a consequence, the government, CBSL as well as many Sri Lankan exporters to the EU have already taken many measures to deal with this risk.

Some of these measures are highlighted below :

• Improving the Sri Lankan business environment and confidence levels significantly, by ending the conflict.

• Stabilizing and improving almost all macro-economic fundamentals, including in particular;
- Achieving a low level of inflation, thereby significantly reducing the pressure on cost of inputs;
- Establishing lower rates of interest, thereby substantially reducing the cost of borrowing;
- Building up foreign reserves to historically high levels, thereby enhancing investor confidence in the Sri Lankan economy;
- Ensuring stability in the Sri Lanka rupee exchange rate, thereby enhancing predictability of the domestic foreign exchange market;

• Establishing an enabling environment where Sri Lankan businesses could access international capital and debt markets for funding requirements at lower costs;

• Achieving political stability in the country, thereby further improving confidence and reducing policy uncertainties;

• Obtaining the removal of Sri Lanka from the list of countries described a “high war risk” countries by underwriters;

• Improving internal work processes and systems of exporting entities,thereby leading to substantial productivity enhancements.

Probe on Beruwala FM

An investigation is underway as to how an illegal radio station operating from Beruwala managed to broadcast its programs island-wide via the FM frequencies, officials told Daily Mirror online.

According to police sources the radio station was operating from a mosque in Beruwala over a period of time before it was raided yesterday. The equipment used for the broadcast was also seized.

The Director General of the Telecommunications Regulatory Commission (TRC) Anusha Pelpita told Daily Mirror online that he had asked the police to arrest the suspect involved in the illegal operation.

According to the TRC the radio station was operated by an individual who is a resident of Maradana. Investigations have been launched to identify the technology the suspect used to broadcast island-wide without having broadcast towers.

Army team probes rape

A special investigations unit has been sent by the Army to assist the Diyathalawa military police who are carrying out investigations regarding a complaint by a woman army deserter alleging that she was raped by three police officers in Buttala.

Speaking to Daily Mirror online, Brigadier Major General UAB Medawela said that a special unit has been appointed but could not comment on progress made as investigations are still under way.

The former woman soldier who lodged the complaint was attached to the Gajaba Regiment and is a resident of Udugama in Galle. She had earlier claimed that she had visited the Buttala Police regarding a dispute with a lover when the incident took place.

It is alleged that instead of helping her, three police officers on duty including an Inspector had raped her and produced her two days later before Wellawaya Magistrate for deserting the army.

She was later handed over to the Military Police who recorded her complaint against the Buttala police. The police is also investigating her claims.

An opportunity to view the Hambantota Harbour before water filling

Chairman of the Ports Authority, Dr. Priyath Banduwickrema says that, Sri Lankans will be able to witness the historic occasion of filling the Hambantota port with water on the 15 th of next month. The Hambantota Port is being built with the technical expertise of local engineers.

This is a rare occasion that will given an opportunity to see the bottom of the harbour and also gives an opportunity to see the Water Filling Ceremony. There is no evidence in world history in relation to this kind of incident. The Port Authority Chairman invited the public to use this opportunity. He said the public are permitted to visit the Hambantota Harbour before it is being filled with water. The Public will also be able to visit the bottom of the harbour. Special arrangements are being made to facilitate the visitors.

Olcott Mawatha closed

Olcott mawatha in Pettah has been temporarily closed for vehicles as a result of the protest march launched by university students who are heading towards police headquarters in Fort. The road closure has resulted in a severe traffic jam in the area.

The students plan to stage a sathyagraha campaign in front of the Police Headquarters. According to IUSF Convener Udul Premaratne, students from all the universities taking part in the protest march.

The Inter University Students Federation (IUSF) is due to commence a protest march today at 1.00 p.m. to urge the authorities to take steps to arrest the police officers responsible for the alleged attack on the deceased Ruhunu University student Susantha Bandara.

The protest which is due to commence from the University Grants Commission (UGC) is planned to proceed up to the Police Headquarters. The students plan to stage a sathyagraha campaign in front of the Police Headquarters. According to IUSF Convener Udul Premaratne, students from all the universities are due to participate in the protest march.

Premaratne also stated that some of the student groups that are travelling to Colombo to participate in the protest were harassed by the Police on their way.

Porn ban in final stage

The Police Women and Children’s Bureau held discussions with the Telecommunications Regulatory Commission (TRC), senior officials from the IT faculty of the Colombo University and the Magistrate of the Bambalapitiya Juvenile Court today in a bid to ban pornography on mobile phones after President Mahinda Rajapakse sought for a report against child abuse, sources said.

President Rajapakse on Monday publicly announced that he had sought a report from the police against child abuse and also warned that all forms of abuse against children will be severely dealt with.

The President added that he had also brought to the notice of the Cabinet several complaints he had personally received and added that all efforts would be made to prevent acts of child abuse in the country.

The police are seeking a court order to ban pornography on mobile phones and have sought the support of the TRC and IT seniors after they noted an increase in the number of abuse and rape cases due to pornographic websites being freely accessible on mobile phones.

Within the past few months, the police say they have noted an increase in reports of minors with access to porn material on their hand sets.

Mobile phone operators had last month readily agreed to assist the police in cracking down on pornographic material on cellular hand sets.

Together with the mobile operators, the police aim at eradicating pornographic material on mobile phones.

Asin stands by Lanka

Indian actress Asin says she will not apologize for her visit to Sri Lanka merely because some actors in Tamil Nadu have demanded she do so.

The actress has been threatened with a boycott in Southern India for praising President Mahinda Rajapaksa who is credited with wiping out the separatist LTTE in a long drawn battle that ended with the death of LTTE leader Velupillai Prabhakaran.

"All Tamilians in Sri Lanka are happy with the government as it treats everyone equal and I am honoured to be his (President Mahinda Rajapaksa's) guest," Asin is reported to have said.

Apart from visiting several places with the Rajapaksa family, Asin had dined and danced with Shiranthi, Rajapaksa's wife when she hosted a party in Colombo.

Asin was in Sri Lanka, earlier this month, for the shooting of the Hindi film Ready that stars Salman Khan opposite her. Prominent Tamil actors like Radha Ravi and Sathya Raj were particularly vocal against Asin at a meeting of South Indian Film Artistes Association on Sunday.

The South Indian Film Chambers of Commerce, on the other hand, plans to consider demands to boycott Asin when it meets later this week.

"Though our association issued a diktat to its members not to visit Sri Lanka just before the IIFA awards function, Asin chose to go there for a shooting. She may be from Kerala but she acts in Tamil films and must respect Tamil sentiments," said Radha Ravi, general secretary, SIFAA.

While Ravi wants other actors to act only if she apologizes, SIFAA president Sharat Kumar said it was too early to take a strong stand.

"Asin is an actor. She is from our own fraternity. Our steps must be measured in this issue. We will examine the circumstances in which Asin made these remarks before we take the final decision."

Asin's fans associations in the US and Canada have boycotted her films, while Naam Tamilar, a pro Tamil organization, is planning to launch a mass protest in Chennai against Asin.

Asin told Mid Day that she was not going to heed to demands of individual actors like Radha Ravi and Satya Raj.

"I only visited a Tamil camp were some war injured are being treated. The president's wife Shiranthi wanted to join me and I could not say no to her," Asin said.

"I will abide by the decision taken by the chamber and will not apologize just because an actor has asked for it." (Mid Day)

Lanka to oppose Ban

The Sri Lankan government is to oppose the re-election of Ban Ki Moon as the UN Secretary General and will also seek the support of several other countries for this move, a senior government minister told Daily Mirror online on the condition of anonymity.

The cabinet minister said that Sri Lanka will seek the support of countries such as India, Russia, Brazil, China and other developing countries and will launch campaigns in these countries soon, to oppose the re-appointment of Ban Ki Moon to the post of UN Secretary General.

“Sri Lanka will not vote him in after his latest decision to appoint his expert panel. Sri Lanka will also discourage other countries in the region from voting for him,” the cabinet minister said.

“The government will begin the campaigns soon after discussions with the respective governments,” the minister added.

The term of Ban Ki Moon as the UN Secretary General will expire on December 31, 2011 and he is eligible for re-appointment into a second term.

Ban Ki Moon has been in troubled waters with the Sri Lankan government especially after his decision to appoint an expert panel to advise him on accountability issues relating to Sri Lanka.

Despite repeated calls from the Sri Lankan government stating that such a panel was ‘unwarranted’ and ‘uncalled’ for Ban Ki Moon has maintained that his panel will remain and will submit a report to him within a period of four months.

Lankans arrested in US

Palm Beach police in the US turned over six men from Sri Lanka to the U.S. Border Patrol today after noticing them walking down the street in wet pants, police said.

According to spokesman Sgt. Curtis Krauel, a patrol officer noticed the men at 6:40 a.m. (Tuesday) heading south at County Road near Seminole Avenue.

All six were between the ages of 20 and 40. They all appeared to be good health, police said.

Their pant legs were wet up to their knees, leading police to believe they had been dropped off by a boat, though no boat was found.

They had Sri Lankan currency and U.S. cash on them, and indicated they did not speak English, according to police. They were not carrying any bags but they did have cell phones. Police also said the men did not provide information about themselves to investigators. (Palm Beach Daily News)

Government appoints a Committee to look into US allegations on Labour Right Violations

Sri Lanka government has appointed a committee to look in to allegations of labour rights violation in Sri Lanka which are threatening GSP trade concessions to the United States.

The US government is to hold a public hearing next month on labour rights issues in Sri Lanka as it reviews extending GSP trade concessions to Sri Lanka. The country exported goods amounting to US$ 116 million to the US under this scheme.

The US GSP scheme is reviewed each year and countries eligible for preferential treatment are expected to meet several standards which include the extent to which the country has taken or is taking steps to afford workers in the country internationally recognized worker rights including the right of association; the right to organize and bargain collectively; a prohibition on compulsory labour; a minimum age for the employment of children; a prohibition on the worst forms of child labour; and acceptable conditions of work with respect to minimum wages, hours of work and occupational safety and health.

The committee appointed by the government is headed by the Secretary to the Ministry of Labour Mr. Mahinda Madihahewa, and the other members will include officials from the ministry of External Affairs and ministry of Industries and Commerce. The Committee is also to consult the ministries of defence, education, ports and aviation and prepare the government’s reply to allegations of labour rights violence.

AFL-CIO is reported to be asking the US government to remove Sri Lanka from its list of eligible GSP beneficiaries.

Permission to generate energy domestically

The Ministry of Power and Energy has introduced a new strategy for domestic consumers to produce their own power requirements.

Minister Patali Champika Ranawaka said that the Ministry has decided to permit the generation of power within households from today with alternative sources such as wind or solar. Its pilot project will be launched today.

Consumers will have the option of producing energy more than they require. Excess power could be sold to the Electricity Board.

The Minister said that if less power is generated by the consumer, they could purchase the balance from the Electricity Board.

Accordingly households will have the opportunity of generating energy with the help of turbines where wind is rife. Solar cells will be issued to areas where solar power can be produced.

Cops rape ex soldier

A senior police team has been appointed to investigate a complaint by a woman army deserter who alleged that she had been raped by three police officers including an Inspector from the Buttala Police Station when she went to lodge a complaint against her lover.

Uva Province DIG, H.N.G. Ambanwela has appointed an investigation team under an ASP to hold a formal inquiry into the alleged incident. The woman soldier attached to the Gajaba Regiment is a resident of Udugama in Galle.

It is alleged that she had been in love with a young man from Buttala and had been living with him at his relative’s house after she deserted the army.

In June this year, her lover insisted she undergo an abortion after she told him she was pregnant but as she refused, it led to a dispute between the couple.

The ex solider visited the Buttala Police to lodge a complaint and at the inquiry the couple came to a settlement that they would get married.

However, her lover and his parents chased her away at the dead of night from the house and she had once again visited the Buttala police seeking legal remedy.

It is alleged that instead of helping her, three police officers on duty had raped her and produced her after two days later before Wellawaya Magistrate for deserting the army.

She was later handed over to the Military Police who recorded her complaint against Buttala police.

The victim was admitted to Diyathalawa hospital and was later transferred to the Badulla Hospital.

Prison land for sale

The Welikada Prison property will be up for sale once the Rehabilitation and Prison Reforms Ministry re-locates the prison to a new location, Rehabilitation and Prisons Reforms Minister D.E.W. Gunasekara said.

Sri Lanka’s prison system will go through a series of changes including the re-location of almost all the major prisons including the Welikada, Bogambara and Jaffna prisons and the Borella Magazine remand prison over the next two years at a cost of over Rs. 10 billion, Minister D.E.W. Gunasekara added.

The land on which the Welikada Prison complex is situated is one of the largest single plots of land in the city. The Rehabilitation and Prison Reforms Ministry expects to raise funds for prison re-location programme by selling this land and the offer will be open to the private sector too.

The modalities of the transaction will be worked out by the government shortly. Minister Gunasekara pointed out that Welikada prison premises covers a highly valuable prime land of 40 acres in the city that can be utilized for commercial purposes.

University staff threaten strike action

The university academic staff has given an ultimatum till August 10 for the government to implement a wage hike for them. They have warned that if no action is taken over the issue, they would withdraw from their administrative duties.

Though a salary increase was promised them by the government as far back as January 31, 2008 it has not been implemented, the university staff union told the media during a briefing this morning at the Colombo University.

While pointing out that the salaries of the university academic staff should be increased by 25 to 50 per cent, the union said if no steps are taken by the government to implement such a hike, the staff would pull out from their duties.

New UK visa application centre opens in Colombo

A new visa application centre was opened for UK visa customers in Sri Lanka today at Union Place, Colombo.

The new centre was declared open by British Deputy High Commissioner Mark Gooding. UK Border Agency Operations Manager (South India and Sri Lanka) Linda Smith and VFS Global Head of Operations (South Asia) were also present at the occassion.

The new visa application centre is located at Level 5, Access Towers, Union Place, replacing the centre formerly located down Duplication Road.

A seperate lounge with personalised service and SMS alerts are some of the highlights of the new centre.

Deputy High Commissioner Gooding, speaking at the event, said the new centre is dedicated to provide customers with an efficient and enhanced service.

"I am delighted to be able to open this application centre. These new improved facilities, including for the first time, a premium lounge, are testament to the importance we attach to our UK visa operation here. It also shows the commitment of the UK Border Agency and its commercial partner VFS Global to providing UK visa customers in Sri Lanka and the Maldives with an efficient and enhanced [or smooth] customer service," he said.

Jaffna Fort to be made tourist attraction

The Jaffna Fort is to be converted to be renovated and turned to a tourist attraction under a programme launched by the National Heritage and Cultural Affairs Ministry with funds from Netherlands.

The cost of the project is Rs.104.5 million.

The Ministry expects to launch this construction program under the guidelines of history experts, the government’s PRIU website said.

The armoires and barracks used by soldiers hundreds of years ago together with tunnels situated in the Jaffna Fort which had been destroyed by the terrorists would also be reconstructed, PRIU said.

The programme will also renovate the Queen’s House and the Roman Catholic Church damaged by terrorist activities. A canal which was used for the inner security of the Fort will also be reconstructed.

Monuments inside and outside the Fort will be preserved and conserved under this program. It is also planned to remove mud and landmines from the ancient canal.

Progress in repayment to Golden Key depositors

The Committee of Chartered Accountants has now completed the Phase 1 of the repayment of the security deposit of the Golden Key Credit Card Company Limited.

Accordingly, all eligible security deposit holders have been paid on the basis of either 75 % of the security deposit balances as at 31.12.2008 or Rs. 100,000 whichever is lower after verification by the auditors. As at 14.07.2010, a sum of Rs. 772.93 million has been paid to 7,838 security deposit holders.

The Committee has also sent letters to security deposit holders who have not provided details relating to their security deposits requesting them to submit those details to the Chief Operating Officer, Secretariat to the Committee of Chartered Accountants, Central Bank of Sri Lanka, Tower 1, Level 7, No.30, Janadhipathi Mawatha, Colombo 1 without further delay.

The Committee with the approval of the Supreme Court has already advertised to dispose of certain assets belonging to the Golden Key Credit Card Company Ltd. and related companies after obtaining the valuation of such assets from the Chief Government Valuer.

Refugee ship could be boarded by U.S. or Canada

VANCOUVER : A cargo ship allegedly carrying more than 200 Tamil refugees is being monitored by U.S. and Canadian officials as it makes its way to the British Columbia coastline after being turned away by Thai and Australian authorities.

An intelligence source have told the Toronto Star that there is a potential for Canadian or American coast guards to board the vessel before it reaches Canadian waters as a way of deterring the vessel from landing.

So far, no one in the Tamil communities in Canada have made contact with any of the migrants supposedly on the vessel, according to Gary Anandasangaree, one of the lawyers representing some of the Tamil migrants who arrived in Victoria by another ship last October.

“The question now is what is going to be the response from the Canadian government and will they request interception before it reaches Canadian waters?” said Anandasangaree.

“From a post-arrival point of view, we’ve had some recent experience and we’ll do what we can to assist the folks. Our bigger concern right now is ensuring those who are on their way are safe and to ensure there’s no interception along the way.”

David Poopalapillai, national spokesperson for the Canadian Tamil Congress, said Monday that lawyers and aid workers are on standby in the west or prepared to leave for the coast if the vessel arrives in Canada.

“We are very worried these people are putting their lives at risk. We fully understand why they are taking this enormous risk to reach our country’s shores,” he said.

Poopalapillai said the congress is urging the Canadian government to help end the persecution of Tamils still living in Sri Lanka.

“We don’t want people to endanger their lives in this fashion and the only way to stop this is for the international community to work to stop the persecution in Sri Lanka. Otherwise this will be an ongoing thing.”

The MV Sun Sea had been spotted in the Bay of Thailand in April and was seen a month later heading toward Australia. It has most recently been spotted leaving the southeast Asian waters, according to Lisa Monette, spokesperson for the department of foreign affairs.

Monette said the Canadian government is following up reports the vessel is potentially heading to Canada.

“The government of Canada’s strategic approach with respect to migrant vessels includes efforts abroad that involve stopping illegal migrant-smuggling ships that are destined for Canada at their points of departure,” she said in a statement.

According to a report from the Sri Lanka Observer, the MV Sun Sea was earlier known as the Harin Panich and was used to smuggle arms, ammunition and explosives from Korea to Sri Lanka during the 26-year-long civil war between the ethnic minority Tamils and the Sri Lankan government.

U.S. Coast Guard Petty Officer Sondra Kneen, speaking Monday from the Pacific-area headquarters in Alameda, Calif., that few details can be released and officials can say nothing about where the vessel is and what direction it’s taking.

Kneen said she cannot release information about whether the vessel has been boarded by Coast Guard authorities at this point.

Until the vessel arrives in territorial waters, it has the freedom to travel in international waters, according to immigration lawyer Narindar Kang, a former immigration judge at the Immigration and Refugee Board of Canada.

“When people have a well-founded fear of persecution, international law requires they be assessed for their claim and be granted refuge,” said Kang.

Last October, the Ocean Lady was spotted and escorted by Canadian Coast Guards to a harbour in Victoria, where 76 migrants claiming to be Tamil refugees disembarked and were detained.

Claims filed by those aboard the Ocean Lady are still being heard and nearly all of them are no longer in detention but living in Toronto while waiting for their refugee claims to be processed.

In 1999, cargo ships carrying more than 600 Chinese migrants arrived on the north coast of British Columbia and claimed refugee status. Only two dozen of those claims were granted and nearly half of the migrants who arrived were deported back to China.

University lecturers on token strike today (27.07.2010)

University lecturers will stage a token strike today in support of a series of demands, which include a salary hike.

Lecturers union spokesman Prof. Sampath Amaratunga said they had held several discussions with government authorities regarding their demands but these talks had yielded no results.

"The government gave us promises and gave us hope in a bid to prevent a brain drain. But none of these promises has been fulfilled. We now realise that the government has no intention to fulfill the promises it gave us," the professor said.

He warned that they would decide on a further course of action if the government failed to heed their message in their toke strike today.

He said lecturers from all universities in the country would participate in the token strike.

Man succumbs to injuries

India to send special envoy to Lanka

CHENNAI / Express News Service : Accepting the suggestion of Chief Minister M Karunanidhi, Prime Minister Manmohan Singh has decided to send a senior official from the Ministry of External Affairs (MEA) to visit Sri Lanka.

A couple of weeks ago, the CM suggested that the Centre send a special envoy to Lanka to assess the ground reality and the rehabilitation work for the internally displaced Tamils there.

Replying to the letter of the CM dated July 17, the PM said “as a measure of our continuing interest and the importance that we attach to this issue, I am sending a senior official from the Ministry of External Affairs to visit Sri Lanka and to consult with our High Commissioner and the local authorities.’’ The official would visit the northern and eastern provinces to measure progress in these areas, he said.
