Microsoft Apologizes For Failing To Communicate Windows 10 Anniversary Update Issue With Webcams

The Windows 10 Anniversary Update, which was the operating system’s biggest update since it launched last year, seems to have caused many users’ webcams to freeze. The issue comes from a change Microsoft made in how apps can access the webcam video streams, which Microsoft is now saying it didn’t communicate well enough.

 

With Windows 10 Anniversary Update, Microsoft allows multiple apps to access webcam streams concurrently. Before, that wasn’t possible without hurting streaming performance. Microsoft’s Mike M. from the Windows Camera Team said that the change was necessary so things like the Windows Hello webcam authentication or HoloLens would still work even when, say, Skype is running.

To make this possible, the company made it so that the stream goes uncompressed into the app (rather than having each app decode the same stream). Then, the apps can manipulate the data in a way that won’t impact the streaming performance of other apps.

Apps that use the webcam would have to support this change, otherwise they would stop working. Apps that only support encoded H.264 and MJPEG formats would freeze users’ webcams. This issue seem to have affected millions of users, as one commenter said on Microsoft’s MSDN website.

“We have a working product running for years and millions of unhappy users that are unable to use it at all after this update,” said “Dacuda,” a commenter on MSDN.

“We use the jpeg frames from the camera in order to scan. Our application is not able to use the camera, and our customers are in huge numbers daily complaining since the update was released,” he added.

“We are eagerly expecting windows update with a fix for this issue. Please make it with highest priority,” he pleaded.

Another commenter wrote :

“After spending days finding a solution we also stuck with the Anniversary update. Thousands of our customers can’t use our product now to process their payments by e-banking! We and especially our customers – which are your customers too – are really reliant on MJPEG!! Please fix this issue as soon as possible so our support is not overwhelmed with inquiries all day and we cannot offer another solution than downgrade Windows. Thanks a lot,” said Stephen B. on Microsoft’s MSDN website.

Microsoft’s Mike M. said that the company has been working with app developers since January to implement these changes into their apps. However, even if all app developers implemented the change, it would still be up to users to get the latest versions of the apps. That’s why Microsoft apologized for “failing to communicate” the change to users when the Anniversary Update arrived.

“So yes, MJPEG and H.264 being decoded / filtered out is the result of a set of features we needed to implement, and this behavior was planned, designed, tested, and flighted out to our partners and Windows Insiders around the end of January of this year,” said Mike M. from the Windows Camera Team.

“We worked with partners to make sure their applications continued to function throughout this change, but we have done a poor job communicating this change out to you guys. We dropped the ball on that front, so I’d like to offer my apologies to you all. We’re working on getting better documentation out, to help answer any questions you may have,” he added.

Dacuda’s comment above makes it seem as if not all app makers were aware of the change. Also, because the stream is now uncompressed, that means more data gets sent from the camera for high resolutions. Because many webcams use USB 2.0 connections, they can’t handle that much uncompressed data, so the video data would now be sent at a lower resolution to the application. Before, developers could get high-resolution compressed videos straight from the camera, so 1080p at 30fps recording was possible even over USB 2.0 connections.

Microsoft said that it will offer a fix for MJPEG and H.264 apps soon, but it’s not clear yet what exactly these patches will fix. We will have to see if Microsoft will allow the apps to work as they did before in Windows 10, while encouraging developers to transition to the new solution as soon as possible, or whether it comes out with an alternative workaround that can satisfy everyone.

Windows 10 Anniversary Update Broke Millions of Webcams, Here’s How to Fix It

The Windows 10 Anniversary Update has reportedly broken millions of webcams. If your webcam has been affected, there’s a workaround to get it back if you don’t mind tweaking your registry a bit.

The problem stems from a change in the way Windows 10 handles decoding certain webcam video streams. Both USB- and network-connected webcams an be affected, freezing the camera when you try to use it and making it impossible to access. If your camera has been affected, you can follow these steps from Thurrott.com contributor Rafael Rivera to get it working again:

01. Open regedit from the Start menu.
02. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Media Foundation\Platform

03. Right click the Platform folder and select New > DWORD. Name it “EnableFrameServerMode”
04. Right-click the new value and select “Modify”

05. Enter “0″ in the “Value data” field.
06. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows Media Foundation\Platform

07. Repeat steps 3-5.

For now, this seems to be the only fix that allows you to stay on the Anniversary Update. If you haven’t updated yet and you’d like to avoid screwing up your webcam, you can try holding off on the updates. Though given Microsoft’s propensity for pushing updates, that may be tough to pull off.

Until today, Kickass Torrents (KAT) was one of the most visited websites on the internet and brought in tens of millions of dollars a year in advertising.

Now, the website is no more.

It has disappeared from the internet and its 30-year-old alleged founder and operator, Ukranian Artem Vaulin, has been arrested and is facing extradition to the United States.

The domain names KAT used — and there are several — are in the process of being seized by the US Government.

It was the result of years of investigation by Jared Der-Yeghiayan, a special agent with the US Department of Homeland Security.

While he is not exactly a household name, he is the same investigator who brought down Ross Ulbricht, the person behind the infamous online drug marketplace, Silk Road.

The investigation was done both online and in meat space (the real world), and was a mixture of old-school police work and top-of-the-line digital forensics.

Mr Der-Yeghiayan laid out his evidence in the criminal complaint, filed to the US District Court of Illinois.

Here is how he tied Artem Vaulin to KAT:

Follow the (advertising) money

KAT sold adverts around its pirated content, and it is estimated the revenue brought in around $17 million a year.

It was that need to make money that opened KAT up for infiltration.

In late 2015, an uncover agent — known as UC-1 — who worked for the US Internal Revenue Service (IRS) emailed KAT to enquire about advertising on the site.

The undercover agent said the advert was for a US study program and they were after an ad run of five days.

KAT said it would cost $300 a day to run the advert, with a total cost of $1,500.

Nearly a month after the initial enquiry, a KAT representative provided the agent with banking information to transfer the money for the advertising deal.

The bank account was in Latvia, in the name of “GA Star Trading”.

A few months later, the IRS transferred the money and the ad went live.

The IRS tried to organise a few more ad campaigns, and was given bank accounts in Estonia, as well as a Russian payment system, but the Latvian account had already given the US Government a way in.

With that information, agents requested the account holder information under the Mutual Legal Assistance Treaty (MLAT).

It is a set of agreements between countries to share and swap information with the aim of enforcing various laws.

The agents discovered the account had received 28,411,357 euros in deposits from August 2015 and March 2016.

Watch those server logs

Following the money revealed the scale of the operation, but Mr Der-Yeghiayan needed more.

He had been keeping an eye on KAT for years and at some point managed to identify two IP addresses of servers in Chicago.

The Chicago hosting company provided evidence that the servers had previously been tied to a known KAT domain name (kat.ph), and the IP addresses had been held by the person owning the servers for years.

In January 2016, investigators went in and took a forensic copy of the server for analysis, which revealed domain names again pointing to known KAT addresses.

The servers also contained files and access logs, and had user accounts called “Nike” — a username that Mr Vaulin had previously been known to use when instant messaging.

The US Feds connect the dots

With records from some of the world’s largest tech firms like Apple, Facebook and Google, it does not appear to have been particularly difficult to connect the dots.

At a point in the investigation, Mr Der-Yeghiayan worked out the Apple-run email address tirm@me.com belonged to Artem Vaulin.

That email address was the linchpin in the case:

• The username “tirm” was known as the administrator of KAT
• Investigators discovered the email had made a purchase on iTunes using the IP address 109.86.226.203
• They cross referenced the IP address with the social media site Facebook and found that someone had logged into KAT’s account with the same IP address that day
• They found emails from known KAT domains in the email inbox
• They found bug reports referencing the KAT website and feature requests, which were tasked to “Artem Vaulin”
• The investigators found emails from KAT employees asking what to do about a copyright takedown request, with the subject line being: Ignore? The reply from Mr Vaulin was “of course”
• They also found a series of test emails from admin@kat.ph and admin@kickasstorrents.com to the tirm@me.com account

Financially linking Vaulin to Kickass Torrents

The first clue was via an email in 2010, which predated the 2012 switch to using an internal KAT email system.

A second clue came via KAT’s donation system, which allowed users to donate Bitcoin to an address maintained by a company called Coinbase.

And who did that Coinbase account belonged to? An “Artem Vaulin” of Ukraine. The backup email was tirm@me.com.

Finally, there was the job of linking the GA Star Trading account — which had received more than 28 million euros in seven months — to Mr Vaulin’s Apple account.

Mr Der-Yeghiayan found connections to the Latvian GA Star Trading account in Mr Vaulin’s email account.

GA Star Trading’s bank account had received deposits in the hundreds of thousands of euros from a company called Castleton Trading, which was a shell company holding a 1/4 share in another company called Bitcoin Innovations Ltd.

The criminal complaint alleges that Mr Vaulin himself has the controlling interest in Bitcoin Innovations Ltd.

Lieutenant General Crishanthe De Silva, Commander of the Army, expressing his deepest regret over the unexpected inferno at the ammunition dump in the Army camp complex at Salawa, Kosgama during a Press briefing, held this afternoon (10) at the affected camp premises itself, assured that the Army, assisted by sister services and other agencies, would do its maximum and everything possible to bring normalcy to the lives of all affected people after bringing the arduous task of ‘rebuilding’ to completion within the shortest possible time.

Scores of Media personnel, assembled at the venue had the rare opportunity of meeting the Commander of the Army face to face at this ad hoc press briefing and inquired about their concerns before Media personnel were taken round the gutted camp premises for the first time for first hand experience after the explosion took place on Sunday (5) evening.

Major General Sudantha Ranasinghe, Commander, Security Forces – West, Major General Dananjith Karunarathne, Chief Field Engineer, Brigadier Jayashantha Gamage, General Officer Commanding, 14 Division and Brigadier Jayanath Jayaweera, Military Spokesman, were associated with the ad hoc Media briefing, near the previous main gate to the camp.

Lieutenant General Crishanthe De Silva, admitting the magnitude of the unexpected disaster expressed his deep regret over the loss of property and disruption to the public life in the area publicly as a result of this blast. In response to several questions from the Media, the Commander of the Army further stated that hundreds of Army troops, engaged in clearance work, have been supported by sister services and other state agencies, including local government bodies and the Disaster Management Center.

He also reiterated that every possible attempt on the part of the Army would be implemented to bring normalcy to shattered lives in the area as well as those who had lost everything in the fire. “The Army would continue to be at their service until the final reconstruction component is completed. I assure you that everything would be done for your benefit until the last minute”, the Commander underlined.

Earlier on Friday (10), Lieutenant General Crishanthe De Silva, Commander of the Army, together with Minister Susil Premajayanth, Divisional Secretary for Seethawaka, local politicians, Commander, Security Forces – West and state officials met some members of affected families in Kosgama – Salawa inferno during a special meeting, held at the Divisional Secretariat Office at Seethawaka, Hanwella.

Authorities at the meeting briefed aggrieved civilians on the status-quo, regarding ongoing clearing, repairing and re-building work in affected areas and carefully listened to their grievances with the intention of providing all possible relief to their issues.

Army troops are continuing to provide drinking water by bowsers to those who wanted and others, sheltered in other places as a temporary measure. Sri Lanka Navy troops with Water Board experts after inspecting all affected domestic wells, confirmed that a total of 394 wells are now completely safe for drinking. A total of 406 drinking wells have been inspected in all affected areas and contaminated water in 85 wells was pumped out during the past four days.

In the meantime, Army Engineers, infantrymen and other troops, engaged in clearing operations were able to complete the repairs in about 20 houses which had minor damages on the roofs, walls, etc by Thursday (9) evening, according to the operations room, manned by Army personnel at Seethawaka.

Similarly, troops as well as civil sector authorities, including the Centre for Disaster Management on Thursday (9) went on putting up temporary tents for those returning to their home compounds, although repairs have not yet been completed.

Meanwhile, Army Engineers continue to collect shrapnel and other explosive devices, still scattered in some residential compounds in affected areas. Since special care has to be exercised in handling such explosives, the troops have been compelled to take extra precautionary measures in doing so which is time-consuming.

Meanwhile, another meeting at Kosgama Police Station attended by Ministers Sagala Rathnayake, Ruwan Wijewardena, Commander of the Army, Inspector General of Police and several senior officers had another round of discussion on prevailing security situation in the area.

An independent group of engineers of the Ceylon Electricity Board (CEB) has in a letter addressed to prime minister Ranil Wickremesinghe given details of an electricity  Power Mafia within the CEB. A copy of that  letter has been sent to Lanka e news too.

Based on what this group had revealed, the resignation of the chairman of the Board after accepting responsibility for the recent power failure does not resolve the actual issue. As long as the internal mafia is continuing its  operation which even the chairman is unable to control, this issue will  not see an end.

Dear Mr. Ranil Wickramasinghe,

When you speak to the ordinary people of the country, they blame to the government not to CEB officials for failing to supply reliable power. Now all will end up in the account of CEB Chairman as he accepted responsibility on recent failures and resigned by himself. Of course he didn’t make any failures by himself, but it is a fact that he was unable to manage and direct his CEB team to work on the duties they are supposed to perform. Due to his weak management CEB high rankers found more than enough time to spend on their personal business including MR regime return activities such as ECTA phobia innovated by Padeniya mafia.

We hereby take your time to explain few facts on some corruptions done by these senior officials during the recent past. To save your valuable time we take the liberty to present this in point form.

Mr. M C Wickramasekara (Wiki), General Manager, CEB

Wiki supposed to be the GM of CEB before previous Mr. Shavi Fernando. But during the tenure of Mr. Patali Ranawaka at Ministry of Power and Energy, he voluntarily stepped back and gave the chance to Shavi. Then during this period, Wiki as an AGM of CEB spent most of his time for visiting China and Korea (Including famous trips to Chinese girls arranged by Norochcholei Power Plant contractor). He has made deals with bit of Chinese and Korean Power Sector firms both Equipment Manufacturers and Contractors. He has asked one of his friend to form a firm to get local agencies on said firms and he is also an informal partner of this firm.

One such a contract was awarded to LSIS, Korea last year to build a 132/33 kV substation at Mannar. LSIS has quoted a very low price surprising all, even with the domestic preference advantage Lanka Transformers price is also bit higher than them. But contract award was delayed unusually. Suddenly CEB Generation Planning division realized that Mannar is a wind base and there will be few wind plants to be constructed there. CEB Generation Planning team commented that the wind plants shall be connected to the grid at 220 kV level, not at 132 kV level. Then LSIS, Korea was asked to give a variation offer for 220 kV substation instead of 132 kV substation. LSIS, Korea grabbed the opportunity and submitted a highly inflated offer covering the previous highly lowest offer losses as well. From the top of the cup, this seems to be a genuine technical variation. But this was pre-planned among CEB GM, Ms. Kamani Jayasekara (Generation Planning Division) and LSIS, Korea. Fortunately, this manipulation couldn’t be achieved yet, but still Wiki hasn’t stopped his attempt.

This CEB GM recently tried to form a new Additional General Manager position at CEB for Project Consultancy. Generally, CEB doesn’t provide consultancy services. It is totally beyond their scope of duties. But it was learnt that he has a firm connection with local consultancy firm who is willing to consult for CEB projects. Fortunately, this manipulation also couldn’t be achieved due to the objections from other CEB Engineers.

Ms. Kamani Jayasekara, Deputy General Manager (Generation Planning Division), CEB

Now she is in this post more than 10 years. All know that she is not willing to give this post to any other. During the Rajapakshe Regime, she was strong and well connected with the regime, managed to secure her post without any hassle. Current CEB Chairman too tried to transfer her but failed due to protests. What she has done is, she made CEB generation planning for years and manipulated in accordance to the requirement of power sector so called mafia businessmen. Since these mafias were working closely with Mr. Ferdinando, former secretary to Ministry of Power and Energy, Kamani and himself were also very good friends and enjoyed jointly the benefits from mafia leaders.

Mr. Anurudda Tilakarathne, Project Manager, CEB and Secretary of CEB Engineers Union

He was the project manager of Kilinochchi Grid Substation Project funded by JICA. Being a JICA project and time of construction was at the just-war-end era, the project cost was marginally higher than the normal and it’s accepted. But almost after years of completion he used the balance loan amount to get TWO NOS OF POWER TRANSFORMERS as spares from the same contractor at a higher price and used for some other sites. If CEB goes for a competitive bidding to get two transformers separately, the price might be very low. But he purposely got these two transformers at a high price, local agent of these transformers is a very good friend of him. This is the first time in CEB history, someone got complete POWER TRANSFORMERS as SPARES.

Veteran singer Anton Jones who has excelled in the Sri Lankan music scene for more than five decades, passed away today at the age of 79, the Sri Lanka Singers Association announced a short while ago.

Anton who was born on June 3, 1937 in Hulstdorf, had released almost 40 cassettes and 10 CDs.

Anton Jones who had also worked as a stenographer for a state bank for 35 years, became popular following hits like ‘Mini Gawuma’, Kanthoruwa Kanthoruwa Mama Weda Karana, Maru Sira, Sepala Ekanayake, Premawathi Manamperi, Polonnaruwe Podi Wije and hundreds of other songs. Most of his songs were based on true incidents.

Funeral arrangements will be notified later.

COLOMBO : An unidentified investor has promised to park $1 billion in dollar deposits in Sri Lanka to help the island nation defend its currency, the finance minister told Reuters, in an unusual move that highlights the country’s precarious finances.

Finance Minister Ravi Karunanayake declined to reveal the identity of the investor. But he said the investor was Belgian and was working with a Sri Lankan partner.

The investor has promised to transfer the money in two equal tranches from banks in Brussels and Luxembourg, the minister said.

“Instead of going for bonds and other borrowing, we are permitting it to take place,” Karunanayake said.

“This is better than negative returns in Europe”, for investors, he said.

The deposits, which pay an interest rate of 2 percent, are part of the ministry’s plans to raise $3 billion to $4 billion to shore up reserves and defend the rupee, which has hovered around record lows since the central bank floated it on Sept. 4.

Sri Lanka has run up a large budget deficit, forcing the government to borrow heavily and putting pressure on the rupee.

It is now also battling a growing balance-of-payments crisis.

Remittances from expatriate workers, worth about $5.8 billion in the first 10 months of last year, are expected to dry up because of the political turmoil in the Middle East.

Foreign reserves, which stood at $7.3 billion on Dec. 31, are under pressure as $5 billion is expected to be repaid on foreign loans in 2016, according to central bank data.

Financial experts said bringing in so much money from an individual investor was fraught with risks. Karunanayake has already liberalised dollar remittances from foreigners into the country. “This allows room for money-laundering. Black money could easily come through this,” said Sirimal Abeyratne, an economics professor at the University of Colombo.

“Also, this money could go out quickly creating further volatility,” Abeyratne said.

Karunanayake said anybody who felt black money was coming in could take up the matter in the courts.

‘GIVE CONFIDENCE’

A senior finance ministry official said it was the responsibility of the remitting bank in Europe to check the source of funds and know their customers.

“Sri Lanka will not question any investors who want to remit the money,” the official said.

The first tranche of $500 million from the Sri Lankan investor’s partner was deposited on Dec. 26, and the second is expected to arrive some time this month, Karunanayake said.

So far, the country has got $1.5 billion from such deposits, Karunanayake said.

He said the deposit has no lock-in period and the government would allow withdrawals at any time.

“This is to give confidence to the investors,” Karunanayake said.

The money from the investor – and others – appears to have helped. Dealers said the central bank was selling dollars.

The Sri Lankan rupee closed steady at 143.75/85 to the dollar on Monday. It hit an all-time low of 144.30 hit on Dec. 30.

“What I feel is the authorities have the dollars to control the market since the last week of December,” a currency dealer said.

Colombo Royal College Principal Upali Gunasekera has been transferred to the Education Ministry with immediate effect, informed sources said yesterday.

Mr. Gunasekera, who was the Principal of the Royal College since 2003, has been transferred pending an investigation, they said.

Meanwhile, Thurstan College Principal B.A. Abeyratne is tipped to be appointed as the new Principal of Royal College, they said. Earlier, Mr. Abeyratne was the Ananda College Principal and later transferred to the Education Ministry before taking up duties as the Principal of Thurstan College.

Crooked Royal principal caught conducting classes illegally on the sly ! Akila boots him out

The principal of Royal College, Colombo  who was conducting  a class on the sly without the knowledge of the education ministry was caught red handed , and the minister of education Akila Viraj Kariyawasam has taken action against him immediately.

In the super grade schools including Royal College , classes comprising 40 children each   have been commenced separately for admission of grade five students who secure the highest marks at the scholarship exam to grade six. The Royal College principal on the other hand has conducted separate classes under this pretext on the sly to admit 40 other students, and he had not informed the education ministry of that. Moreover he had collected prohibitive fees to admit students to that class.

When  this came to light , the education minister had instructed that students who are successful at the grade 5 scholarship exam be admitted to that class. Accordingly, 40 students who secured places at Ananda College and not Royal College will secure places at Royal College, and those who obtained lower marks will secure places at Ananda College to fill the 40 vacancies arising at Ananda College.  As this chain extends to the lowest classes, 40 students who did not get a super grade school will now  secure places in a super grade school.

The delinquent principal of Royal College has been immediately transferred out , based on reports. May we recall Lanka e news during the last regime made a number of unsavory exposures about this crooked and corrupt principal. Through his colossal illicit earnings, he had become an owner of 5 super luxury mansions in Colombo, accordiing to reports. Every such mansion has a swimming pool, it is learnt.

Royal College Principal’s Daughter Rallies Support To Complain To President Against Transfer

Following the transfer of Royal College Principal Upali Gunasekara from his post, his supporters have started a campaign to prevent it from being implemented.

Informed sources told Asian Mirror that one of his daughters have sent messages to her friends asking them to complain to the President directly.

“There has been an order give to remove my father from royal. Please call 1919 thats presidental hotline, and complain about it and ask the president to take an action against it. And please spread the word if you can. Tell as much as people you can to call and complain. There has been no inquiry done whatsoever regarding to this and there is no base for the accusations”, she has said through her message last evening.

Meanwhile, a petition campaign has been launched this morning at the Royal College premises, to influence the Education Minister to revert his decision.

A Royal College teacher told Asian Mirror that a petition has been kept along with the teachers’ attendance book for them to sign when they arrive early this morning.

The teachers are left with no alternative but to sign the document, another teacher said.

The Buddha Sasana Karya Sadhaka Mandalaya comprising of the Maha Sangha and several leading Buddhist organizations have appealed to President Maithripala Sirisena that article 9 of the present Constitution, which ensures that Buddhism be given the foremost place and also guarantees that it is the duty of the state to protect and foster the Buddha Sasana, should be included in the Constitution of Sri Lanka without any amendments.

The proposals presented to the President, the Prime Minister and the Government of Sri Lanka by the Buddha Sasana Karya Sadhaka Mandalaya in order to ensure that the sovereignty, unitary character, and the territorial integrity of Sri Lanka is protected through the Supreme Law of this country.

“Even during the British colonial rule, every attempt was made to guarantee the preservation of the Buddha Sasana and our national heritage. Our history is a chronicle that will instil pride in everyone. Language, both Sinhala and Tamil, is the main instrument to bring about understanding, cordiality, and reconciliation among the different communities. Our ancient history is a national heritage that should bring satisfaction to all communities living in this country,” the letter said.

Submitting a 15-point proposal the Mandalaya also requested that the National Flag or the National Anthem should not be changed. However, Tamil speaking people may have the right to sing the National Anthem, which is in the 3rd Schedule of the present Constitution (Sinhala version), in the Tamil language, without changing the meaning of its words or its music.

Proposals presented to the President, the Prime Minister and the Government of Sri Lanka by the Buddha Sasana Karya Sadhaka Mandalaya in order to ensure that the sovereignty, unitary character, and the territorial integrity of Sri Lanka is protected through the Supreme Law of this country.

It is the paramount responsibility of all of us to rectify any past lapses on our part when steps are being taken to enact a constitution for the third time since Sri Lanka became a Republic.

In this regard, we consider that it is our responsibility to work amicably within a unitary Sri Lanka without dividing ourselves by ethnicity, religion, or language. It will not be possible to promote reconciliation among ethnic groups, and bring about peace and prosperity if people are to live in separate regions based on ethnicity, religion, or language.

All citizens of Sri Lanka are of equal standing. They have to submit themselves to a single corpus of laws. Laws have to be promulgated by the Parliament of Sri Lanka, which should be the supreme law making body. It is not at all beneficial to divide or separate the country by regions and prepare separate laws. Even in the implementation of laws there should not be any division.

The most worthwhile task before every one of us today is to develop Sri Lanka as a single, undivided country, rallying under one national flag, and governed by a single legal system.

Hence, whilst we, the Buddha Sasana Karya Sadhaka Mandalaya, are of the view that it is more appropriate to amend the present constitution in a suitable manner to create the necessary environment for all citizens to bring about amity, understanding, and prosperity, and to accomplish the task of establishing a righteous system of governance for all citizens to live without fear or misgiving in a unitary Sri Lanka, we wish to make the following proposals to the President, the Prime Minister and the Government of Sri Lanka in formulating the new amended constitution.

1. Article 9 of the present Constitution, which ensures that Buddhism be given the foremost place and also guarantees that it is the duty of the state to protect and foster the Buddha Sasana, should be included in the Constitution of Sri Lanka without any amendments.

2. Sri Lanka should remain a unitary state. Supporting, advocating, or encouraging the establishment of a separate state or a federal state should be prohibited by law.

3. The National Flag or the National Anthem should not be changed. However, Tamil speaking people may have the right to sing the National Anthem, which is in the 3rd Schedule of the present Constitution (Sinhala version), in the Tamil language, without changing the meaning of its words or its music.

4. Since both Sinhala and Tamil languages have been recognized as official languages of the state, every citizen shall have the right to transact all business with the Government and the Judiciary in Sinhala or Tamil.

5. The Supremacy of Parliament should be safeguarded. There should be no restrictions or impediments placed on the legislative power of the People, when Parliament exercises such power. If there are any other institutions carrying out any legislative powers, such power should be exercised by them subject to the powers of Parliament. Parliament shall have the right to repeal or amend any legislation in the same manner as the Parliament may amend or repeal its legislation.

6. While Executive power of the People (including Defence) shall be vested with the President and/or the Cabinet as the case may be, any executive powers so exercised by anyone else or by any other institution, should be subject to the directions of the Government of Sri Lanka.

7. No Foreign Government or Foreign Institution should be allowed to exercise judicial power or to interfere in our Judiciary. Provisions should be included in the Constitution guaranteeing the same. There should be no special court or establish any other Constitutional Court above the Supreme Court.

8. No Political or Administrative Unit, based on Race, Religion, or Language should be established within Sri Lanka in as much as amalgamation of Provinces in such a manner is not conducive to peaceful co-existence of communities. The existing provisions provided for amalgamation of provinces or changing their boundaries should be removed from the Constitution. The boundaries of the territory of Sri Lanka or physically annexing Sri Lanka with a neighboring country should not be done for the reason that it is prejudicial to the independence, sovereignty, and territorial integrity of Sri Lanka.

9. The office of President, Minister, Member of Parliament, including any office in the Executive, Legislature, or the Judiciary, should be held only by a citizen of Sri Lanka who is not a citizen of any other country. Every such holder of office should be required to take the Oath set out in the 7th Schedule to the present Constitution mutatis mutandis to prohibit the promotion or the establishment of a Federal State.

10. All appointments to high posts in Ministries, Departments, Commissions, Judiciary, or in any other institution should only be made on the recommendation of the Constitutional Council or similar institution created by law, consisting of nominees of recognized political parties proportionately represented therein. All nominations made to such Constitutional Council or institution should be approved by a majority of the Members of Parliament. The President shall not make any appointment to any high post recommended by the Constitutional Council or institution, unless the same is approved by a majority of Members of Parliament.

11. Police powers and powers relating to law and order of the Republic of Sri Lanka shall not be alienated to any provincial or regional organ.  The Sri Lanka Police Force shall be under the Command and Control of the Inspector- General of Police of Sri Lanka who shall be the head of the Sri Lanka Police.

12. All State Land shall be vested in the Republic of Sri Lanka.  Utilization, Administration, and distribution of State Land, shall only be done by the Government of Sri Lanka in accordance with the laws made by Parliament.

13. Entering into of all agreements which are injurious or which has a prejudicial effect on Sri Lanka’s sovereignty, unitary character, territorial integrity, and national security shall be prohibited, and any such agreement in relation to sovereignty, unitary character, territorial integrity, and national security of Sri Lanka shall only be valid upon the approval of Parliament.

14. Remittance of funds to any Governmental or Non- Governmental institution in Sri Lanka, except through the Government of Sri Lanka made in accordance with the laws of the country, shall be prohibited. Provisions to this effect should be included in the Constitution.

15. The Cabinet of Ministers of the Republic of Sri Lanka shall not be more than 35, and the allocation of subjects to each such Minister shall be based on a scientific classification. No other Minister shall be appointed other than a maximum of 35 Deputy Ministers.

The CID yesterday informed Court that the DNA tests on the samples obtained from the 37-year-old suspect had matched the DNA tests on the objects recovered from the locations and the bodies of six women killed at Kahawatta, Kotakethana and the surrounding areas.

The suspect has been arrested on suspicion during an investigation into the killing of a woman at the Opatha estate. The DNA samples were tested by the Genetech institute.

They told Pelmadulla Magistrate Dinesh Lakmal Perera that the Genetec Institute in Borella had carried out the DNA tests and confirmed the suspect’s involvement in the killing of the six women. The remanded suspect Akurugoda Jayalathage Neil Lakshman was produced in the Magistrate’s Court yesterday. CID officer ASP Shahamantha Wijesinghe told court that the suspect had been arrested on suspicion during an investigation into the killing of a woman at the Opatha estate.

He said the officials of the Ratnapura Crime Investigation Division who investigated the killing of Setungage Dayawathi and her sister Tilakawathie of Warapitiya in Kotaketana on May 31, 2012 had collected samples of betel saliva spat out by the suspect and the secretion from the genital organs of the women and referred them to the Genetec Institute for testing. The CID officer said the samples collected from the genital organs of another woman D.M. Bandara Menike killed on December 15, 2011 and the samples of the suspect’s semen had also tallied when the DNA was tested.

He said positive DNA reports had been received on the killing of Siriwardene Mudiyanselage Menike of Divulwala, Liyanarachchige Premawathie and Pushpakumari of Kotaketana . Police produced the sharp weapons used by the suspect and clothes worn by the suspect at the time of the incidents. Attorney Seetha Ranjani told court that the suspect opted to make a statement to the Magistrate who postponed his decision on the statement and further remanded the suspect till December 29, 2015. A police team under Inspector Wijetunga, IP Faizer Mohamed and SI Manatunga are conducting further investigations on the instructions of ASP Shamantha Wijesinghe.

The National Sangha Council today (Dec. 02) staged a protest against the killing and inhumane torture of Sri Lankan domestic workers in Saudi Arabia, in the wake of recent reports regarding a maid being sentenced to be stoned to death. The group also handed over a letter to the Saudi Embassy in Colombo.
